Changing floor in GII listed building

I am looking to change a horrible 1980's tiled floor in a kitchen to a black slate or similar floor in a grade 2 listed house. Can anyone please inform me as to whether I would require to submit a planning application for this?

If consent is required would I require an architect to submit drawings and plans or is it a straightforward process which I could do myself?

In my view (I am not a lawyer) you would not need planning permission but may need Listed Building Consent and possibly Building Control. Alternatively you could just do it on the grounds that the existing one was probably done without consent in the first place - especially if what you do is more in keeping with the place.

I would certainly not think that an architect was required. I guess that you might be fitting a limecrete floor under your new slabs? When I did mine (now nine years ago!) it was effectively designed by Mike Wye who supplied the materials; the BC inspector was happy with the details I provided to him, but do your own research on what the regulations say now.

As ever, it depends.

If you are simply replacing one modern-ish floor covering (in this case 1980s floor tiles) with another then I’d say no permission, even LBC, is required on the basis that it won’t affect the character of the property and is more of a decorative than structural issue.

However, if you are also planning to replace the whole floor slab - as MatthewC has guessed - then I’d agree that LBC would likely be required and possibly BC.

The only way to get a definitive answer is to contact your CO.
