My 18C cellar has quarry tiles covered with years of muck as hard as cement. I tried years ago with everything I could think of with no success. Recently friend (big guy) had a go with a chisel and and some of the dirt actually loosened so that was encouraging. I think he succeeded because this hot weather has dried what it usually a damp floor so the muck is flakier. I don't have the strength to scrape it all by hand however. Is there such a thing as an electric chisel? I have researched but all are for demolition, too powerful. Appreciate your thoughts, thanks.

You could perhaps use a Multi Tool of the kind below. These usually come with a variety of blades and one or more of these may fit your needs. Among them you can usually find a Scrape blade and others that have an abrasive edge or surface that can deal with even very hard material deposits.

You might find an SDS drill with a rotary stop is what you need. This is one of the lighter ones.

I likes my air hammer & chisel set purchased from Lidl a few years back. Needs a fair sized compressor to supply enough air (mine is barely man enough). The chisels have a hex shank (most are round), so they don't twist around in the gun.
