Lime render?

Hello experts,
Could this be lime render? It's a 1920s build, roughcast/wet dash.

The very thin surface coast is creamy coloured and fairly soft, it fizzes in vinegar. The main dash layer is darker, grey and very hard. Looks more like cement but would there be cement under lime?

This has now been answered via a related post.. Most likely Cement render with a few coats of lime wash under the paint!
