I'm about to start work renovating interior walls of a library. 19th C. It was last repainted over paper . Should I strip right back or can I use breathable paint over old paint/paper? What are the advantages / drawbacks to stripping back or painting over after removing just a couple of layers?

Mist a small area of one of the walls and watch to see if it absorbed into the surface paint/paper. If the water sits in globules on the surface, and perhaps runs off down the wall, then the paint/paper is not breathable and needs to be removed.
