Seeking a bit of help please. I've discovered that part of the plinth (only found out via this site what it is called), has fallen away exposing brickwork. I feel confident the plinth is made of cement. The existing remaining plinth is loose, and coming away from the wall and clearly needs to be removed.
The entire building has pebble dash on it, and thankfully apart from about 1 inch above where the cement plinth has fallen away is sound.
I have checked and cannot find any damp proof course of slate or any other material, in addition there are a couple of air bricks, which are clear.

Initial courses of action
- Remove cement plinth
- Cut back pebbledash rendering to the point where it's sound
- What should I use to finish the new cut edge of the pebbledash - stop bead?
- Repoint brickwork - should this be with lime mortar?
- Should I go below ground level with the repointing? If so how far?
- Should the plinth be rebuilt - if so using what material?
- Is there anything else I should do, or have missed?
