Nobby - it sounds like you're a candidate for the Microsoft antispyware program called Windows Defender. It's currently in its Beta 2 version, but I've been running it for months, and I find it really excellent.

There are many who don't see that as making an honest buck. I couldn't possibly comment of course.
I know I am less than impressed by his website, some of the information on it, or his presentational skills, and would not employ him. I would not recommend his services to others, either.

The only one of these organisations which could be remotely called a quango of course is EH.
The others have a small legal remit as statutory consultees to comment on planning applications which affect the historic environment. Beyond that, what they do is up to their charitable remit and the aims of the society concerned.
