An airfield I know is a former WW2 airfield, still essentially complete in its WW2 form. The entire site is listed, which presumably includes the grass area for aircraft movements. It's one of the very few in-use airfields left in the UK (possibly even the only one of that age) where there is a large grass area without any marked runways. Historically, a pilot just looked at the windsock and took off in the appropriate direction.
I have recently heard that they are intending to mow grass runways and mark them in some way (presumably either with red/white boards or chalk markings). My question is whether this change would require listed building consent?
It's not really a change of use but, as a pilot, I would say that it would change the character of the airfield, hence I would guess "yes".
