Our situation is not dissimilar to yours. Gable end adjacent to a public highway. We've got a triangle of land we own next to it, about 1 metre deep at the back and 50cm at the front corner. We're on a corner plot so no access from here to the back of the house, only the gable and the front.
They scaffolded the gable using lots of diagonal bracing to stiffen it then a leg that went along the front of the house. The leg is weighed down with lots of water ballast (I think 4 tonnes) in big plastic tanks. They're insured and licensed so all done "to spec" and it's happily stayed there all the way through the winter storms.
Not a scaffolder so not suggesting this is an answer for you; just that there always is one.
I've also splashed out on getting my IPAF licence - one day course, about £250 for five years - so when I need to paint up there again I can just hire a scissor lift without having to pay for a driver. Scissor lift hire is cheap. Having a chap stand around to move the thing to the left a bit twice a day is not!
