Advice please

I’ve been looking to buy a Victorian upstairs flat & noticed several grease like stains all over here and there on the modern wood panelling. It’s painted in dark grey but the marks are very visible. Wondering could it be dampness it’s in a bedroom . Hard to make out on the photo but really a few grease like stains coming through the panelling . Should I be concerned? Are these greasy marks only found where someone may reach out and touch the woodwork? Or do some appear in high or very low locations that would not ordinarily be touched?

No the marks are up the top as well & not caused with a child as no children in the house
