I guess the LBC requirement is down to the fact they have to treat each and every variable the same. Currently we are discussing something that could be fitted easily and unobtrusively, but what happens when it is the removal of a wall or inserting double glazed PVCu windows. Now the windows are in the same boat as the ASHP, the government want us to have them, for all the same reasons as the ASHP.
Would we want the CO to treat the windows the same as we want them to treat the ASHP, no. So we have to put up with them treating the ASHP the same as windows.
What trouble would we be in if we had a list to work to, this is ok, this isn't. We'd never be able to compile a complete list and that would lead to more trouble, (look at repair and replace) so we just have to stick to treating everything the same.
