I wonder how many others too .... this sort of thing would give me nightmares.

Like others have said I see no gain at all in painting it - in fact, it would be a waste of money as it wouldn't last. I would either leave it or take the render off but my number one option would be to leave it. What sort of companies have assessed it and quoted so far? If it were me, since it is listed, I would get an experienced heritage tradesperson to assess it and see what they would advise. A photo would be very helpful if possible.

So let me get this right... the walls forming this light-well are approximately 50feet/20metres high (not including the final, presumably apex model, roofing on all four sides. There is no direct access to the interior ground level except via a window. The OP does not tell us the length/width dimensions of walls but it may be safe to assume these are less than 10metres per side. Many/all of these walls will house, probably small, windows and some limited iron-work of some kind - these are unlikely to be Fire Escapes as there is no entry or exit points at the ground level.
From the above I would calculate that this light-well only receives 'direct sunlight' for approximately One Hour around mid-day. That direct sunlight MAY reach the top floor apartments/flats but is unlikely to penetrate much beyond the top tw0 floors of the structure. For the bulk of the day three sides/walls of this light-well will only receive reflected light from the fourth wall - provided that wall is largely free of windows and iron-work. Also, I would gamble that almost certainly the rooms that look out onto this light-well are kitchens or bathrooms that are not constantly in use when the inhabitants are at home.
Bluntly put - and particularly as the the tenants preferred strategy is one that neglects the root cause of penetrating damp in the ground floors which is perhaps inducing black moulds and other structural problems - this proposal to Paint Lipstick on This Pig is nothing but barmy, bonkers and downright barking! In @KitM 's position I would be telling these mindless fellow tenants that I would not under any circumstances contribute any form of support, moral or financial, to this enterprise. It is ludicrously, needlessly and pointlessly expensive and wasteful.

Easier to now understand why some tenants want a quick solution that would suit them nicely and to hell with the later consequences.
I'd definitely be getting the relevant listing people involved, not only to help ensure the the right thing done as far as the buiding is concerned but also to help defuse the seemingly inevitable disputes among the tenants by, hopefully, taking personal opinions out of the debate.

I’ve only had a cursory skim through this thread, as from the outset it baffles me… but, surely LBC was not approved for this? Particularly on a GI building… Heritage England must be consulted to give their opinion on the LBC application also. I’d hope, they would also refuse this.
