Help please, we are just 4 weeks into our new old house, and have had asbestos linoleum removed, then the rotten wood under that taken up and are now back to concrete floor with blackjack,( no dpc ) we’ve been told by the CO taking away the concrete floor is probably a can of worm’s , we agree so my question is how to create as much airflow as possible and to try to combat rising damp without using any modern dpc , do we reapply blackjack to small area (1ft square ) where over the years it’s failed then treated batons then wood flooring? Air bricks outside are way above floor level…

It sounds like a can of worms either way. Either you need to build, insulate and ventilate a suspended flooring system or dig up the solid floor and replace with a free draining, insulated, breathable lime floor system. Just having a space under the floor isn’t enough if there’s not a proper through-draft going under everything. Is it a brick house where you could simply add extra air bricks at a lower level? Do you even have the headroom necessary to build a deep enough suspended floor to fit insulation and a healthy ventilated air gap?

Concrete floors are fine if they are at least 3 inches above exterior ground level. Preferably 6 inches. I would be getting the exterior ground levels right first. That'll likely fix 'rising damp' in the walls too so long as the outside of the wall is able to evaporate water away and isn't covered with cement or some other nonsense.
