Soooo, the plumber is suggesting that water pushed up through the expansion pipe is cascading over the ball float to then operate the valve to let more water into the tank thus causing the tank to overflow.
Logically that may seem to work but - have you ever tried to push one of those ball floats under water by hand? It takes a lot of pressure to do that and much more than I would expect from a cascade from a 15mm pipe.
Forgive this old cynic but I think your plumbers pulling your <insert preferred noun here>.
