Solid exterior wall damp problem

Hello, the back wall of the house feels dry but salts are still coming through even though dry rods and lime plaster were applied.
The cellar doesnt go all the way back to the exterior wall and i imagine would be a big structural job to access. This problem seems to be worse since houses have been built with gardens that are very near the wall. Can anyone suggest what can be done to fix the damp problem, please?

I daresay you may need to give more information to get an informed response. What have you had done, when, and what problems have you had and still have?

Also, what is the wall made of and is it solid?
Whixh wall are we talking about, exterior wall, underground cellar wall, a mixture?
How close are the gardens?
How high are the gardens in relation to your property?
Is this higher than the land was prior?
What has been applied to the lime plaster?
What is on the outside of the wall?

Thank you. I would need to find out more about specifics regarding height of gardens etc. The wall is solid sandstone with what appears to be gravel between the stone and the inside wall. The wall is the back wall of the house that runs all the way down to the cellar but isnt visible from the cellar.
Before the new houses were built around the corner the rear of my house had a few problems which i was told was condensation. This became worse when the new houses with gardens were built which are probably only a couple of feet away from the wall with a line of gravel seperating them. I had air vents fitted at the front of the room and the back wall lime plastered hoping that after fitting positive ventilation in the loft, it would cure the problem. Im wondering if the problem is underground but dreading the cost.
