Secondary glazing or full Monty new wooden frames double glazed made to size?
If the latter eye wateringly expensive, probably cheaper to turn the heating up a few degrees for the next 10 years
I appreciate it defeats the object somewhat.

Admit it, you bought a listed building didn’t you? We are supposed to appreciate being allowed a flushing loo and some electricity

I totally sympathise. This listed business has been great for helping to preserve our amazing cultural heritage, from a nation that otherwise struggles to express cultural pride. I personally find it enriching to see all these amazing buildings wherever I go.
But I also think the biggest existential threat to life on the planet since the last ice age deserves a little more consideration.
Wind turbines, in general, unless you are directly under one and in awe of it's size, do not enhance the beauty of a landscape and yet we allow them.
I think it's obvious the rules should be relaxed for sympathetic and well considered alterations that improve energy efficiency or the thermal comfort / health of the occupants.

What sort of energy efficiency improvements are you looking to make? I didn’t need permission to replace my old boiler with a new combi boiler and radiators but I did need it to replace my windows. The heating has made a big difference to how quickly the cottage warmed up and I used much less gas than the previous winter.
Those gains were somewhat offset by my windows. You can poke a stick almost through the wood frames and water not only comes through the glazing to hit the secondary glazing but then leaks past that as well
My new windows are due to be installed in May and I am actually looking forward to next winter
